Skirt seems to be made out of lots of pieces of loose material:floaty floaty! Like how uneven and open it is. Just attach lots of contrasting textures from the under-bust seam.
Layers: love the almost clashing layers. Like the seams on the outside.

Love the distressed feel to this fantastic dress- pretty easy to recreate with mottled tones of dyed muslin/linen burnt and wripped. Love the victorian bussle style too.
